 In response to the Coronavirus Pandemic (COVID-19) the United States Department of Housing and Urban Development (HUD) has notified the City of Dearborn Heights that it will receive an allocation of $611,591 of Community Development Block Grant Program – Coronavirus Response funds (CDBG-CV) to be used to prevent, prepare for, and respond to COVID-19.  This allocation was authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, which was signed by President Trump on March 27, 2020, to respond to the growing effects of this historic public health crisis.

The City of Dearborn Heights Community & Economic Development Department (CEDD) and the HUD/CDBG Detroit Field Office, hereby request public comment from citizens within the community, private for-profit enterprises, and not-for-profit organizations for assistance in determining the distribution of the 2020 CARES Act funding. The City’s distribution of these funds will be documented by an amendment to the City of Dearborn Heights’ 2019 Annual Action Plan (AAP). The process for amending the AAP and the 2016-2020 Five Year Consolidated Plan (CP) and conducting public outreach will also be documented by an amendment to the City of Dearborn Heights’ Citizen Participation Plan (CPP).

The City will provide technical assistance to citizens and groups representative of persons of low and moderate income that request such assistance in developing funding request proposals and in the review of program activities and program performance. The CEDD will be accepting public comment at this meeting live from attendees, by written comments received by mail and/or e-mail and by remote communication, if available. CDBG-CV NOFA

 The Department of Housing and Urban Development (HUD) allocation of $611,591 will be available for eligible activities meeting CDBG national objectives to prevent and respond to the spread of infectious diseases such as COVID-19. 

 FIVE-DAY PUBLIC COMMENT PERIOD

 The City will also be accepting public comment during the five (5) day public comment period beginning on Thursday, May 28, 2020 and concluding on Monday, June 1, 2020. Citizens are asked to provide comment on the amendment to the 2019 Annual Action Plan, proposed use of CDBG-CV funds, and proposed amendment to the Citizen Participation Plan.

 During the Public Comment Period, public comments can be emailed to Mr. Joe Hachem, Director, Community & Economic Development Department at jhachem@ci.dearborn-heights.mi.us or can be mailed to the Community & Economic Development Department, 26155 Richardson, Dearborn Heights, MI  48127 ATTN: CDBG-CV Public Comments. If you would like to make public comment by phone/voice-mail, please call Mr. Joe Hachem, Director, Community & Economic Development Department at (313) 791-3510.  During the Public Comment Period, the draft amendments of the AAP, CP and Citizen Participation Plan will be posted at the following website for review by the public:  http://www.ci.dearborn-heights.mi.us/residents/community_and_economic_development.php.  Due to hazards related to the COVID-19 pandemic, hard copies will not be made available at public buildings for review during the Public Comment Period. Hard copies may be available upon request.

DEARBORN HEIGHTS CITY COUNCIL ADOPTION NOTICE

 The Annual Action Plan and Citizen Participation Plan will be presented to the Dearborn Heights City Council for adoption during the Tuesday, June 9, 2020  City Council Meeting at 7:00 PM (or at the next available meeting as scheduled by the Dearborn Heights City Council).
